  • Evolved National Skills Strategy (NSS)

    In order to provide policy direction, support and an enabling environment to the public and private sectors to implement training for skills development to enhance social and economic profile, a National Skills Strategy was evolved in consultation with TVET stakeholders

    Goals: To provide a framework for skills development which achieve two main paradigm shifts.

    - The shift from time bound, curriculum based training to flexible, competency bases training

    - The shift from supply led training to demand driven skills development by promoting the role of industry in both the design and delivery of TVET.

    Objectives

    1: Providing Relevant Skills for Industrial & Economic Development
    • Introducing competency based training
    • Establishing industry specific centres of excellence
    • Increasing the role of private sector
    • Reforming the apprenticeship system
    • Encouraging entrepreneurship


    2: Improving Access, Equity and Employability
    • Expanding geographical provision
    • Making training delivery flexible
    • Focusing on skills for women
    • Training for disadvantaged groups
    • Integrating informal economy workers
    • Enhancing the mobility of skilled workers
    • Providing career guidance and placement services
    • Offering vocational education in schools

  • Other Achievements

    • Evaluate Projects under Fund for Innovative Training (FIT). So far projects have been evaluated in two regular phases.
    • Coordinating with international TVET donors working in Pakistan for new and ongoing projects to develop synergies for avoiding duplication
    • NAVTTC-GIZ TVET Coordination Forum Meeting arranged. The objective of creation of the forum was to share, discuss and review progress on assigned program activities and resolve bottlenecks and constrains through mutual consensus.
    • Up-gradation of career guidance and job placement centers for developing linkages with micro finance institution with the help of GIZ.
    • Worked with GIZ on communication strategy.
    • Reforming Apprenticeship with the asistance of ILO according to the needs of the market
    • Developed curricula with the assistance of UNESCO for masonry, carpentry, earthquake resistance design.
    • Conducted Training with the support of UNESCO for polio victims in KPK (Mobile phone repair, Tailoring & dress designing andMachine and hand embroidery trades)
    • Development of curricula with the assistance of UNIDO for various trades
